                --description of rule
                --basis for rule (e.g., intuition, data, models)
                --how to test, refine
                --identify key gaps in data, modeling needs

These steps are meant to be highly interactive - e.g., Steve G. suggests that we may want to use the following approach to work through issues:
1. quickly describe the nature of the data and your general idea of using it as a basis for reserve design.
2. quickly get feedback from the group as a whole in terms of approaches - have we forgotten anything?
3. then break into a smaller group to actually come up with something.
